Advancement in the speciality of Paediatric Dentistry

Definitions

  • Definitions in the Constitution
    Words and phrases defined in the Constitution, are given the same meaning in these By-Laws.
  • Defined Terms in these By-Laws
    The below listed words used in these By-Laws shall have the following meanings:
    • ​“Constitution and By-Laws Committee” means the committee formed in accordance with rule 3.13;
    • “Ex Officio Member” has the meaning given to it under rule 3.6;
    • “Local Arrangements Subcommittee” means the subcommittee of the Meetings Committee formed in accordance with rule 3.12;
    • “Scientific Programme Subcommittee” means the subcommittee of the Meetings Committee formed in accordance with rule 3.11; and
    • “Standing Committees” means the committees set out under rule 3.1.

Membership

  • Privileges of Members
  • Active Members
  • Privileges of Active Members shall be to:
    • vote on all issues brought before the Membership provided that all Membership dues and levies have been paid in full;
    • hold office and serve on committees provided that all Membership dues and levies have been paid in full;
    • attend all General Meetings and Scientific Meetings of the Academy; and
    • receive copies of all general Membership communications and publications.
  • Members in Progress
    • ​Privileges of Members in Progress shall be to:
    • serve as consultants to committees, but not to vote or hold office;
    • attend all General Meetings and Scientific Meetings of the Academy;
    • receive copies of all general Membership communications and publications; and
    • be eligible to apply for Active Membership following satisfactory completion of National Dental Board requirements for specialty registration in Paediatric Dentistry.
  • Postgraduate Student Members
    • Privileges of Postgraduate Student Members shall be to:
      • serve as consultants to committees, but not vote or hold office;
      • attend all General Meetings and Scientific Meetings of the Academy;
      • receive copies of all general Membership communications and publications without charge; and
      • be eligible to apply for to be a Member in Progress immediately following attainment of a postgraduate University degree in Paediatric Dentistry.
    • Privileges of Postgraduate Student Members will terminate on the date of attainment of the higher degree in Paediatric Dentistry.
  • Retired Members
    • Privileges of Retired Members shall be to:
      • serve as consultants to committees, but not vote or hold office;
      • attend all General Meetings and Scientific Meetings of the Academy; and
      • receive copies of all general Membership communications and publications.
    • In the event that a Retired Member resumes specialty practice in Paediatric Dentistry, teaching, research or administration for which remuneration is received, it shall be incumbent upon the Member to notify the Secretary and to apply for reinstatement to the former category of Membership.
  • Honorary Members
    • Honorary Members, unless otherwise eligible to be Active Members, shall have the same privileges as Active Members, except for the right to hold office.
  • Associate Members
    • Associate Members shall have the same privileges as Active Members, except for the right to vote or hold office.  

Standing Committees

  • Name
    • The standing committees of the Executive Committee shall be the:
      • Membership, Credentials and Ethics Committee;
      • Meetings Committee, comprising the:
        • Scientific Program Subcommittee; and
        • Local Arrangements Subcommittee;
      • Constitution and By-Laws Committee; and
      • Standards of Dental Care Committee.
  • Committee Appointments
    • Chairpersons of the Standing Committees, except as otherwise provided in these By-Laws, shall be recommended by the President with majority approval of the Executive Committee.
    • The same individual may serve as chairperson of a given committee for a maximum of four (4) years.  Service on a specific committee as a Member and as chairperson shall not exceed six (6) years.
  • Provisional Committees
    • Provisional committees may be established by the President with the approval of the Executive Committee.  Such committees shall be established for periods not to exceed two (2) years.
  • Consultants and Advisors
    • Consultants and advisors may be appointed by the President to any committee. Consultants and advisors shall not have a vote in the proceedings of any committee, but shall receive all committee communications and shall be invited to be present at all meetings of the committee.
  • Co-Chairperson
    • Co-chairpersons may be appointed by the President to any committee.
  • Ex Officio Members of Committees
    • An Ex Officio Member of a committee is neither elected nor appointed, but becomes a Member when elected or appointed to a particular office (“Ex Officio Member”).  
    • When an Ex Officio Member ceases to hold office, the successor in the office shall replace the incumbent on the committee.
    • An Ex Officio Member has all the rights, responsibilities, and duties of any other Member of a committee, including the right to vote, unless otherwise stated in these By-Laws.
  • Committee Meeting Attendance
    • Attendance at meetings of committees shall be limited to Members of the committee and invited guests.  Other Members of the Academy may attend as observers at the discretion of the chairperson.
  • Duties Common to all Standing Committees
    • Reports
      • Each committee shall submit, through the Secretary, an annual written report to the Executive Committee, by the 31st of July.
    • Attendance at General Meetings of the Academy
      • Committee chairpersons, or a designated committee alternate, shall be in attendance at all General Meetings of the Academy.
  • Membership, Credentials and Ethics Committee
    • Composition
      • The Membership, Credentials and Ethics Committee shall consist of four (4) Members: two (2) of whom (including the Secretary ex officio) shall be elected members of the Executive Committee appointed by the President.  The Secretary shall act as chairperson of this committee. 
    • Duties
      • The duties of this committee may be to undertake the following subject to delegation from the Executive Committee:
        • verify the qualifications of candidates for Membership, subject to the provisions of the Rules;
        • recommend censure, suspension, or expulsion of a Member for causes stipulated in the Constitution provided such action is justified in accordance with the Constitution;
        • review annually the Australian Dental Association Inc. and New Zealand Dental Association Inc. Code of Ethics to ensure that there is no conflict with the practice of Paediatric Dentistry and recommend to the Executive Committee variances deemed essential to the governance of the Academy;
        • encourage the participation of new Members in Academy activities; and
        • perform such other duties as assigned by the President or Executive Committee.
  • Meetings Committee
    • Composition
      • The Meetings Committee shall consist of three (3) Members namely, the Vice-President (ex officio), who shall be the chairperson of this committee, and the chairpersons of the Scientific Program and Local Arrangements Subcommittees. 
    • Duties
      • It shall be the duty of this committee to supervise and coordinate the aspects of the Scientific Meetings and General Meetings as delegated by the Executive Committee from time to time.
      • There shall be two (2) subcommittees of this committee as follows:
        • Scientific Programme Subcommittee; and
        • Local Arrangements Subcommittee.
